Community Management Statement & Architectural Landscaping Standards
The Community Management Statement (CMS) and Architectural and Landscape Standards (ALS) are the bylaws or covenants that are binding on your property.

Unit Entitlement
Unit Entitlement is determined by lot size and/or location within the Community Parcel of the Deposited Plan.
ie. A lot that fronts a community lot or council park or has a view might have a higher unit entitlement than a lot that backs onto a motorway, regardless of its size.

Community Levies
Community levies are determined by Unit Entitlement and are primarily to pay for the maintenance, utilities, capital expenditure, insurance of Community Property (Lot 1) and management fees and services within the Community Parcel of a Deposited Plan.
Levies are budgeted for annually and raised quarterly. As each of the four Community Association's in Newington are separate entities, levies may differ across the suburb depending on the type of and number of community lots and services.

Community Property
Lot 1 in each Deposited Plan is Community Property and consist's of Private Roads, Walkways and Community Gardens. All Owners own these lots jointly. You pay Community levies to maintain and insure these lots.
A Strata Unit Building (and the lot it sits on) in a Community Association is collectively owned by the members of the Strata Plan, being all of the unit owners. The lot and buildings are subject to Strata & Community Bylaws and their owners pay both levies. Each Strata Plan also has its own Strata Manager.

Building Developments
As per each Deposited Plan's own specific Community Management Statement (CMS), consent to lodge a Development Application to the Council must first be obtained from the relevant Community Association. Works may also require a by-law amendment. The "Community Title" is an additional level of governance that protects your rights and interests.

MATV - Televsion Reception
Free view television reception to each dwelling is via the underground cables of the central MATV system of each Community Association. If you have an issue with your TV reception, please ensure you call the Community Managing Agent of your deposited plan in the first instance who will assist you.
